What the best brush to paint hair on baby to look like fine hair like on the side and around the hair line on my reborn doll?

The finer the better. I have even cut some "hairs" off to make it thinner. Expect to only paint 2-3 lines before reloading the brush and have something to wipe off the ones that are too thick. Heat set frequently so as not to have to wipe all off and start again. don't paint across lines that are not yet heat set as they will blend. Use thick medium for your last layer for texture
