I think I over-stuffed my first reborn baby....

I assume I can I just snip the cables, remove some polyfill, and slip a new cable through the doe-skin? Thank you for your help.

That is exactly what you would do. Snip the cable ties and thread new ones carefully through the holes. When closing the cable ties, I try to leave just enough room for the head to slip in and out of, and then I test the weight and feel of the baby. If it's good, I just slip the head back on and tighten the cable ties!
